Digital Ruble Accounts Surge Past 220,000 in September

In September, over 220,000 digital ruble accounts were opened, after the official launch of the currency on September 1.

Initially the Russian central bank expected some 60,000 accounts for its first month. On October 6, Deputy Governor Zulfiya Kakhrumanova confirmed the figures in which the demand was much higher than expected.

The actual figure is about 3.7 times higher than the initial estimate, which indicates that there was a great amount of initial consumer demand for the new payment option. Yet it is not a measure of the frequency of transactions that Russians are making using the dollar when registering accounts.

Banks Prepare for Corporate CBDC Adoption

Business involvement may also be an unmissable key to adoption. Russia’s No. 2 bank, VTB, had earlier said that over 1,500 corporate clients were ready to open digital ruble accounts.

The digital ruble is not issued by any other organization or individual; it is issued by Russia’s central bank and stands for a claim for the central bank. It doesn’t need to be a privately issued crypto asset but is simply another form of the national currency.

BRICS Explores Cross-Border Digital Currency Payments

Russia’s launch of CBDC is also tied to the BRICS debate on CBDC payments infrastructure. There are ongoing developments in other countries working on their own digital currencies which may present future potential for interoperability.

The officials have considered integration of national CBDC systems to ease cross-border transactions and lessen reliance on the existing payment intermediaries. The program holds special value for Russia, after Western sanctions hindered financial operations with major trading partners.

A CBDC payments system is not yet fully operational across the BRICS countries, but a cross-border settlement via a BRICS CBDC network is a potential scenario.

Full implementation would involve agreement on technical compatibility and on regulatory coordination and settlement arrangements by the countries concerned.

Consumer Resistance Challenges Russia’s CBDC Expansion

However, the Digital ruble remains opposed with poor starts. German Gref, Sberbank’s chief executive, has doubted its relevance, saying commercial banks supply advanced digital payment services today.

Consumers’ sentiment is also divided. Recently, Vladimir Putin urged financial authorities to improve the clarity of distinguishing between normal electronic payments and the digital ruble.

At the same time, Russia’s finance ministry and central bank are starting to explore the possibility of voluntary salary payments with the CBDC. Reuters reports that most Russians are still against getting paid in comparison to crypto coins.
